Supporting Student Wellness at No Cost to Families
San Diego Unified School District provides school-wide wellness, social-emotional learning, and mental health supports to help students build important life skills such as coping, emotional awareness, self-regulation, and healthy relationships.
Many of these supports are available to all students as part of our commitment to whole-child education.
What is CYBHI?
San Diego Unified is participating in a statewide initiative called the Children and Youth Behavioral Health Initiative (CYBHI) Fee Schedule.
This program allows school districts to seek reimbursement from health plans for certain eligible wellness and mental health services that are already being provided to students during the school day.
There is no cost to families.
How It Works
- Students receive wellness and mental health supports at school
- Families provide consent and insurance information (if available)
- The District reviews whether a service qualifies under the state program
- If eligible, the District may submit a claim to the student’s health plan
Claims are only submitted if a student receives a qualifying service. There is no blanket or automatic submission.
What Types of Supports May Qualify?
Examples of supports that may qualify include:
- Classroom-based social-emotional learning and life skills lessons
- Small group supports focused on coping skills or peer relationships
- Behavioral health screenings or assessments when appropriate
- Short-term early intervention supports
- Individual counseling provided by licensed school-based clinicians

How to Participate
How to submit your information
- Option 1: Secure online portal (preferred)
All families will receive a secure email from Paradigm with a personalized link asking for
- Health insurance information
- Consent to bill for eligible services
Completing this short form takes just a few minutes and helps sustain wellness supports across our schools.
If you did not receive a link, please contact your school site to confirm or update your email address in PowerSchool.
If you prefer not to use the online portal, you may complete a paper insurance and consent form instead.
- Paper forms can be requested from your school site, downloaded from Resources or by emailing [email protected].
- Completed forms may be returned to your student's front office staff and they will be securely emailed to [email protected].
Both options are secure and equally accepted.
- Your information is protected under FERPA and HIPAA.
- Information is used only for billing and purposed permitted by law.
